The participants in the fourteenth scientific conference organized by the Faculty of Law at Benha University under the title "Egyptian Water Law and Security Towards a Comprehensive Vision for the Protection of Our Water Resources", which was held under the patronage of Dr. Gamal Al-Saeed, President of the University, was inaugurated by Dr. Nasser Al-Jizawi, Vice President for Graduate Studies and Research, and Dr. Tamer Samir Vice President for Education and Student Affairs, Dr. Reda Abdel Halim, Dean of the College, Dr. Ashraf Tawfiq Shams El Din, Vice Dean for Community Service and Environmental Development, and the conference reporter, stressing the need to emphasize the historically and legally established Egyptian rights in the waters of the Nile.
The participants in the conference also recommended the necessity of forming an Egyptian Supreme Council for Water Security from water and irrigation experts known for their scientific and practical competence and granting it all legal powers to manage the water file internally and externally, and also building long-term strategic partnerships for cooperation and integration between the Nile Basin countries in all fields in accordance with the principle of profit for all. As well as the necessity to take into account practical, scientific and professional experiences in media dialogues for the water issue.
The conference called for the development of short and long-term plans to convert agricultural lands in the valley and the delta from flood irrigation to irrigation by modern methods, increase public awareness of water use rationalization and develop indicative programs for this, emphasize the principle of public ownership of water with its implications, and accelerate the issuance of a law to regulate water use. It determines the type of crops that may be cultivated, the amount of safe withdrawals, improved irrigation methods, and licenses, with harsher penalties in case of violation.
The conference also recommended setting up a safe system for sustainable feeding and equating underground reservoirs in the Egyptian desert and Sinai, setting up a legal regulation for recycling agricultural drainage water and sewage and their uses, in addition to setting up a legal regulation for desalination of seawater and its uses, reducing the cultivation of crops that consume more water and planting fewer crops. Consumption of water with a high cash return by calculating the amount of virtual water for most agricultural crops, in a manner that does not violate the food security of the Egyptian strategic crops
